In late August 2020, just weeks before a deeply contentious presidential election, the FBI’s Albany field office uncovered intelligence that should have triggered alarms nationwide. A confidential source described in internal documents as credible and cooperative reported that the Chinese government had acquired TikTok user data and used it to manufacture fraudulent U.S. driver’s licenses.
These weren’t just fake IDs. According to the report, they were being produced in large quantities and intended to facilitate mail-in voting fraud, the kind of interference that could alter the outcome of a national election. The Albany office promptly formalized the intelligence in an FBI Intelligence Information Report (IIR) and submitted it to the higher levels of command.
Then—within minutes—it vanished.
FBI Headquarters recalled the report almost immediately. No follow-up. No investigation. No public disclosure. The reason given was vague: “source re-interview required.” However, internal documents tell a different story. Just one day earlier, on September 24, 2020, FBI Director Christopher Wray had testified before Congress that the Bureau had “not seen, historically, any kind of coordinated national voter fraud effort.”
The Albany report would have directly contradicted that.
A memo from the time makes it plain: “The Intelligence Report must be recalled as it contradicts Director Wray’s testimony.”
In other words, the FBI didn’t dispute the facts. They suppressed them, not because they were false, but because they were politically explosive.
Agents in the Albany office protested the decision. One warned in writing that HQ was becoming the “sole gatekeeper of election intelligence,” creating a bottleneck that silenced field warnings in favor of Washington spin. The FBI intelligence report described above remains unverified. While internal documents suggest it was suppressed and never fully investigated, there is no evidence that the alleged fake IDs or TikTok-derived data were ever used to cast fraudulent ballots in the 2020 election. Bipartisan reviews conducted at both the state and federal levels by Republican and Democratic officials, along with independent audits, recounts, and dozens of court challenges, consistently found that mail‑in fraud occurred at an infinitesimal rate, far too small to affect outcomes.For example, the Associated Press reviewed ballots in battleground states and found fewer than 475 potential fraud cases out of 25.5 million votes cast, a rate too low to affect any outcomes. Republican and Democratic state officials alike publicly affirmed the integrity of the vote, and independent experts called mail‑in fraud “exceedingly rare.”
